Small NEO URI parser fixes

Hello Kirill,

this fixes the NEO/py compatibility issue regarding URI parsing that you detected in https://lab.nexedi.com/nexedi/wendelin.core/-/merge_requests/28#note_212447. It also includes a small fix of our previous work that I oversaw last time.
