Without this, translation table will get out of sync with installed workflows.
Is there any reason not to update translation table ?
The only one I could think of is the time it takes (a few seconds in my experience) which is not totally insignificant and in pure loss when it turns out to not be needed, but this should be trivially short compared to business templates upgrade duration anyway, and data consistency seems more important than gaining a few seconds.
