WIP: Handle Leave request w/o hr special app

Include a way to add Leave Requests from the Pay Sheet Transaction (like Holidays Acquisition).

On production sites that don't rely on hr app (see erp5_travel_expense bt5), a simple action can allow the accountant input Leaves (and Holidays) for a given person, so data is accurately set on the Printout.
