ERP5Type.Base: updateLocalRolesOnSecurityGroups method should be callable from anybody.

Since local role state is declarative and should be always updated according to Role Information definitions, anyone should be able to call updateLocalRolesOnSecurityGroups to set local roles to a state that it should be based on role definitions.
