Add support for Python 3.13 + Python 3.14
This is follow-up to https://lab.nexedi.com/nexedi/pygolang/-/merge_requests/37.
The last two patches are not ready to be merged. They describe what is still WIP in their message. I'm working on fixing that.
Other patches are ready to be reviewed and merged.
