Support pip install -e w/o top_level.txt
Allow for .dist-info that do not contain a top_level.txt. In that case, directly fall back to referencing the source path in .egg-link.
Like for previous merge requests, after merging, the master branch will be rebased to apply the [fixup] commit into a cleaner history of patches on top of 3.0.1.
