Do not reinstall just because ${:_profile_base_location_} changed

Open Xavier Thompson requested to merge xavier_thompson/slapos.buildout:fix/buildout-ignore-profile-base-location into master

Do not reinstall a section just because its ${:_profile_base_location_} changed. This is coherent with ignoring ${:_profile_base_location_} for part signatures.
