The data is not used by slapproxy (or master w/o proper configuration), so we explicit disable the generation of XML reports by default. Projects can enable it, if they will charge consumption based on general resource consumption (for example).
The software instances that limit user access to shell (ie.: KVM), can implement their own XML report based on the report implementation, to charge only for KVM-process consumption (rather them whole partition).
More updates and clean ups, can be consider in future, for now, we just disable by default.
