Port erp5_web_monitoring* from erp5.git to slapos.core.git

I ported git history to preserve history of changes. Keep in mind that, I use partial commits with same message that only apply the change on erp5_web_monitoring* and this is only a fancy copy (tests might not be enabled or working).

Diff displays no change:

diff -ruw erp5/bt5/erp5_web_monitoring/ slapos.core/master/bt5/erp5_web_monitoring/

Added by Roque:

• bt5 dependencies must be fixed (adding slapos_cloud dependency)
• move the related tests to slapos.core
• drop the duplicated portal types which already exist in slapos_cloud
