Add ors-ue playbook to configure ORS in UE mode.
This playbook should be launched after the ors playbook in order to configure a ORS in UE mode The ors playbook will be disabled in anacron because of incompatibility, you will need to manually upgrade ORS after.
In the future we need to find a way to keep launching automatically the ORS playbook for upgrades, maybe by splitting it in two (splitting it in something like ors-base and ors-enb playbooks)
