Upgrade default python from 3.9 to 3.10

Keep the following SR in python3.9 until someone can work to fix them:

• gitlab (Alain, need to upgrade nodejs so need to update gitlab)
• erp5-py3 (Jerome)
• jstestnode (Romain, need to upgrade nodejs so need to update renderjs because renderjs uses phantomjs, which is deprecated and does not support nodejs 18.18, will need to replace it with headless chromium or puppeteer)
