Fix/rapid cdn apply parameter

Currently changes in the parameters are not correctly applied in some cases, at least for trafficserver related ram-cache-size and disk-cache-size do not result with ATS restart, which is the only way to apply it.

It's known that changing any parameter can lead to service interruption, thus such parameters shall be noted correctly.
