Fix Caddy Frontend Scalability 202010

• drop update-command in [{{slave_ln_section }}], possibly by creating slave_log_folder, as it's referenced in [{{slave_logrotate_section}}]
• redo update-command in [{{ slave_htpasswd_section }}], so that it'll call htpasswd only if the file does not exists or is older than .passwd
• find and fix timing issue on the master partition
