Draft: Feature/http3

Depends on:

• https://lab.nexedi.com/nexedi/surykatka/-/merge_requests/23
• released recurls https://lab.nexedi.com/luke/recurls/-/merge_requests/1

Requirements:

• surykatka by default is pure python, can be used out of the box
• [http3] or similar entry point would switch it to use recurls
  • recurls requires modern curl binary with a lot of features for http3, which can be hard to obtain by default
