Update NEO URI format + drop client specific options

Hello Kirill,

this is a follow-up MR of https://lab.nexedi.com/kirr/neo/-/merge_requests/7 and https://lab.nexedi.com/nexedi/wendelin.core/-/merge_requests/21. It has two aims:

1. Apply updated NEO URI on lib/zodb.
2. Drop client-specific options from NEO URI for correct normalization.

We need to finish https://lab.nexedi.com/kirr/neo/-/merge_requests/7 and update NEO/go in wcfs/go.{mod,sum} before https://lab.nexedi.com/levin.zimmermann/wendelin.core/-/commit/b47140752fed7e246f706baf0669a08e64ebc43e.
