ebulk deb package for download

wendelin.io download page offers to download latest ebulk .deb package. This file is contained in a new document on document_module with the id "latest_ebulk_deb_package" and its short title should include the ebulk version number (this field will be used as filename for the download link.)

After every ebulk release, this file must be updated with latest ebulk .deb package.
